check the speed sensor. Clean the dust on its surface if any. or align the speed sensor or replace it.

it probably has leaky capacitors in the hyper board or the video process board, this repair requires a qualified tv repairman, you can't do it yourself, alot of actual repairman can't handle this repair. it will get progressively worse as time goes on the more leaky the capacitors become.
Is it all the way over to one side? Is the belt damaged on one side? If it is damaged you will never get it to Track correctly.
If it is not damaged, then start the treadmill moving at about 2.5 mph, if the belt is all the way to the right then turn the right rear roller adjustment bolt, clockwise one full turn, and wait. did the belt move over a little? if yes the increase the speed to 5.0 mph and observe.
Make small adjustment from one side only until you get it straight.
Your loosing you blue CRT. High voltage adjustment may cure. Horizonal like is called retrace line. Lack of high voltage allows this line to be visible
The vertical line is a bad pixel sensor at the edge of the screen, your screen has hundreds of vertical and horizonal pixel sensors. This is an indicator that the screen is going out and need replacing.
