Belt that turns blades
Make sure that the brake is off and the cutter control is on. Most mowers lock the blade drive belt when you brake or switch off the blades.

all bearings that run belts & pullies should have grease zert fittings to lube the bearings with a grease gun check if there is fittings then use a small needle or punch to push down on ball on top of zerts to make sure they are free to alow grease to enter grease them till grease comes out from under neath or the top of bearings

I am not sure what type of blade engagement mechanism you have (ex. clutch, tensioner/idler pulley, etc...) but make sure that the blades can spin freely with the belt taken off of their pulleys. It could very well be that one of the pulley bearings is seized.
