It normally means that you have connected the monitor to a computer whose resolution and frequency are beyond the range that this monitor are capable of.
To fix this, you can do one of two things: reconnect the old monitor and reduce the resolution to 800 by 600, which every monitor can handle and then reconnect the new monitor and change the resolution settings again. by default, Windows will restrict you to only settings that the monitor can handle. The second option would be to start your computer in safe mode (F8, just before you get the windows screen during boot). and change you monitor settings that way, rebooting afterwards.

SOURCE: the user mode screen
It is asking you to set your user mode. That the color is a bit off or whatever. It is probably going to continue to do this until you set it and ok that setting. Do you have the little booklet that came with your monitor or your dimension manual. You should be able to find the information there. If not, You can do to www.dell.com and look for dowloads, where you can download the manual or view it in PDF format.
Any other questions let me know.

solder a 50 ohm resistor on pins 5 & 6 of Novatek NT68F63LG chip...
good if you can DIY, best if a qualified technician do it for you..

reboot the system by pressing F8 if your using windows OS and select last good configuration.
you can try also selecting Enable VGA mode (press F8 while rebooting and select ENABLE VGA mode).
hope this helps, please rate.
