Sometimes the clamps on the hoses for fridge water filters can come loose or the hose itself could crack; in which case the hose would need replacing (or tightening the clamp), and not the filter.
If you clearly find the filter is leaking, the best thing to do is make sure it is installed properly.
If it is securely in place, then you may just have a defective filter and changing it will solve the leaking.
You will need to remove the filter, which is typically located in the back of the refrigerator and inspect it to see what condition it is in.
