Hi,
1. perform browser reset. open IE . click on tools - internet options - advanced - reset.
2.check in safe mode with networking. ( when computer boots up hit F8 and select safemode with netowrking.) ,if it works fine there then it could be an issue with 3 rd party softwares in the computer.
3. uninstall if you have any firewall or security software but follow the step 2 before doing this.

Go into your control panel, internet options, advanced, press reset, press reset.

Do you have any blocking, filtering, firewalling, or network management software on your PC or network?

Can you go elsewhere on the internet? What about other browsers? Can you try to browse the internet with firefox or opera or safari?
