First place to look will be the power supply module, look for bad caps, check the output DC voltages, it will be an in-depth troubleshooting to narrow down the problem.

Well friend chirps come from the primary side of the power supply normally you may have had a serge of some kind and it blew the power supply. or chirps also come from the inverter board, this when coils short out this is the best i can say because i am not there to test it but one thing for sure the unit is worth fixing because either board cost around 150.00.
With your problem check the 24v line make sure power supply is supplying the inverter if it is rule out inverter then listen to pin point the noise. i would use cold spray on the components to find the problem.You may not need it if you open the set and listen to the chirp. But if you can't pinpoint it the spray changes the temperature to the failing part and once the spray hits it, it should alter the chirp. you should not have any problems because you can hear your problem, it's either your power supply board or inverter. just open set listen and pinpoint problem that's, simple.

EHT transformer cannot be checked by normal ohimic method. Defect to this component can only be pointed out by experience. Check this site, I've recently came across by internet. It is vary helpful to know details about such faults. 'Electro-help' is the site name, and you can acces it by type in this site name to your Google search box. It is a do it yoursef, electronic equipments service help site. Try it.

It sounds that there is some shorted component/s one either main power regulator board, or at the main digital board. Your TV need a through checkup.
