Lan lam... "insert key counter" means that the machine has an external control device. Usually a small box the size of a pack of ciggerettes or smaller) with a mechanical counter that needs to be inserted into a port on the machine in order for it to operate. Companies used this to "control" and/or track machine usage by department or person. It may be that your machine has one but it's not inserted well enough, or you are missing the counter comepletely. If you don't have one of these control devices, you will probably need a certified technician to come out and disable this feature.
