Both. Depends on the terrain and what you want to mix into your soil or not. I prefer organic gardening and use many additives. Some are tilled in and some are prepared just with the hole to plant in. I'm not a fan of electric tools. Takes the joy out of it for me.

What are cultivating tools? My neighbor said I have to buy some if I want to start gardening?

Cultivating tools are the tools needed to perform the tasks from breaking up the soil and preparing it for seeding to keeping the weeds out of the garden . The size of the garden and the type of soil determine how complex your tool collection. A 10' x 10' plot with soft soil could be handled with as little as a spade to break up or turn over the soil, a garden rake to level for seeding, and a weeding hoe to keep the weeds at bay. A larger garden with harder soil may require a power tiller to prepare the soil for seeding and there are countless types of hand and power tools to help with the task of weeding and soil conditioning. There are many inexpensive gardening books to help get you started. I recommend that you do some reading to see what you are getting into.

I have a really small garden and want to buy gardening tools but everything seems massive? Any cultivating tools out there that wont take up so much space in my tiny shed?

I also have a tiny garden - I found this website to be really helpful as they have a compact range for small gardens;
It's a uk based site but their site can give you some good ideas of what to look for.

How can i tell if the garden tools i buy are good quality?

You can tell by how the handle meets the stick/pole. Do not go by price. You should look for tools with the most support. As far as hand tools, same thing. Keep in mind that various weather conditions and proper handling do matter. I prefer wooden hand tools from LLBean. But if left out eventually the wood will dry out and split.

I'm just getting started with gardening. What basic tools should i buy?

Basic set of good quality hand tools. Two shovels. One could have a narrow one with a ruler if you want to measure depth. I use a mallet a lot to pound stakes and fence posts. And a broader one for everything else. The fork is one I rarely use. That's it. There are a lot of hand tools but that is all I use. Other tools: spade, standard rake, 18 inch rake, manual tiller, pitch fork.

MY ELECTRIC CHAIN SAW

With an electric chainsaw, you only require chainsaw bar oil. There is plenty of brands of chainsaw bar oil available at most hardware or pwer garden tool retailers. Use this oil and not any other generic car oil or anything like that as you will run into problems. Chain bar oil is designed to flow and the higher quality bar oils are better designed to adhere to the chain and tooth components to keep heat on the bar and chain down.
