Turn off al power... drain the header manifold. Remove the top cover and remove the pressure sensing line from the pressure switch. Clean out the line and the manifold fitting with a piece of wire. Reinstall manifold drain plug. Reconnect rigid pressure sense line to manifold and pressure switch. Make sure the sense line does not leak or it can cause the unit not to heat at all. Leave the power for the heater off and circulate water for a few minues to flush header manifold then Test the unit. If this does not correct the problem... respond with the complete model number and we can continue troubleshooting.

If you have a by-pass valve be sure it is closed or almost closed. Also check your baskets and clean your filter. All of these will give the heater low pressure and keep it from running.
