Irecieved a sentence phone off hook on the hp officejet and the phone is not working

Check whether the cradle switch is working or not.
If not working, You need to open the white cover, which is a little tricky.
The cradle system may be misaligned or damaged internally.
Better you get it repaired by some expert technical person.
