Either the modem is bad, or you do not have the signal to the end of the phone cord. If you have an extension cord you could take the unit outside and plug it directly in the phone jack at the box on the side of your home(telephone interface). I would do that before I report the trouble to the phone company, that way you isolate the possibility of the trouble being on the inside.Hope this helps
