1. Test using an external monitor. If it works, then either the screen bulb or the inverter board might be defective. 2. Test the inverter. Easiest way to do it if you have a good screen with a good bulb. Connect the good screen to the inverter board & test it. If it lights up, then the inverter board is good. If it did not, then the inverter board is bad & needs to be replaced. 3. If the inverter board is good, then we are left with the possibility that the screen bulb is bad. To fix this, we will need to replace the LCD screen.

Usually, hitting the 'F7" button while holding down the 'Fn' button (function button) will brighten your screen.
Also, if you're running on battery, to conserve battery power, most notebooks will dim the screen... you can override those settings by going into the control panel and into the power settings (easiest found on the old 'classic view').

Make sure your replacement hard drive is compatible in geometry (supported by your ThinkPad T20). Check and see if your BIOS setup utility has an auto-detect function.
It would be good if you knew the contents of your replacement drive. You said it might be installed, it might not. If there is nothing on the drive, the ThinkPad should report 'no operating system' or similar message, but it is possible that it might not show anything other than a blinking cursor
