Question about Dell Inspiron 560 PC Desktop
Look to see if fan over cpu chip is running. if the cpu socket fan is not spinning sometimes the pc will not boot. the cpu has to be kept cool so its a safety default. lose connections have been know or broken.
just fixed such a problem by resetting the wires on the motherboard.

you should replace the motherboard or the power supply of your computer. to determine which one to replace is a simple test. disconnect all that is connected to the motherboard and if the problem is still there, then the problem is the motherboard.

Usually the beeps ore associated with ram memory failure ..or video card not being well plugged or being faulty ..To stat check the ram memory ..Just remove them all ..(if you have more modules) ..and after that insert one by one and try to boot ..If it still makes the same noise (beep ) and each one ..it means the ram is ok ..and the fault from other way ..If it starts with only one one ..it means the other is faulty ..Anyway ..usually the ram memory does not damage itself ..but most likely does not make contact well ..so plug them well back in the slot and try again ..
If it always make that beep ..try to see if you have a pci or agp or video card ..and if you do ..remove the card and post it back ..Usually if you remove it and you have a on board card ..you can already boot up if the card is faulty ..and use the card on board until you get another card ..
(the idea is that for the ram fault the beep is short and in some kinda loop ..but if it starts the fan and keep beeping it is the video card to blame .It is either out of slot and does not making contact well or is damaged and need to be replaced.
