IF it's a 16 bit installer, it's not going to install. Period. You'd have to use XP Mode, upgrade the app, or downgrade the OS to 32 bit (clean re-install). In the future, insist on testing all your business apps BEFORE ordering a new radically different operating system
It's good that you have the recovery cds. Do NOT reformat the hard drive. Restore with the cds so you'll have a clean install . You will need to have any software cds that did not come with the original pc in order for them to rebuild the registry entries. That is the easiest way because there won't be any left over files from Windows 7 after you restore to XP.
In BIOS change the boot order such that CD/DVD comes first. You will also need to make sure your hard drive runs in IDE mode since Windows XP doesn't support sata drives by default. FYI XP is going end of life early 2014.

Hope you would understand English :-)The program is either not compatible or exe file corrupted. Try to run in the compatibility mode. (Right click on the exe and get properties and click on Compatibility and adjust).
If you have a 64bit windows please download the appropriate software or use the emulators for 32 bit applications.

Try download he right software for your OS from HP.com, typically software issue. Be sure to choose the right language for your full software solution, get fatal error when trying to install software with wrong language support.
