Your device is designed for playing back region 1. It will also playback disks recorded with a region setting of all. The region setting of the device is fixed. Also it will only playback NTSC, and not PAL . This is also fixed on your unit. Sorry I could not bring you better news. However there are many burning and conversion programs you can use on your computer (ie Nero Vision, ConvertXtoDvd,..) which provide you the optional settings you are looking for, and allow you to burn in the setting you choose, allowing for playback on your Philips device. In DVD mode, press System Menu
Go down to the "Lock " icon
While lock is highlighed press zero "0" for 7 times ( i.e 0,0,0,0,0,0,0)
There will be pop-up window that asks you confirm. Press "OK"

SOURCE: tryed the code to unlock region
1. Turn on the unit
2. Open the loading tray
3. Press the "Setup" button on the remote
4. Navigate to the "Preferences" page using the right arrow key
5. Enter 138931
6. You will now see the current region code displayed
7. Use the Up/Down arrow keys to select the region required or "0" for all regions
8. Press the "Play" button on the remote
1 - Make sure there is no disk in the player
2 - Press EJECT on the remote or on the player. The eject icon has to be visible on screen for the hack to work!!!
3 - Press MENU (System) on the remote
4 - Press the RIGHT button on the remote until you get to the PREFERENCES screen
5 - Now enter the sequence 135566 with the remote control
6 - Now "Region Code" should appear
7 - Select the 0 (multiregion)
8 - Press MENU (System) on the remote to exit the setup screen
9 - Press the power button on the remote to set the player on standby, this saves the new setting.

Did you follow these instructions exactly? If you pressed 9990, as you mentioned, it will not work. You need to press 99990. Do you see region "0" on the display?
start the player without any DVD in it.
open the lid.
while the lid is open press 9,9,9,9,0
you should see region 0 displayed.
close the lid.
Your DVD player is now region free.
replace 0 with 1 to 6 at to set the wanted region number if needed.
