Camera is not turning on
This depends on the battery you want to charge and the charger you use. But when both are in good order, you should be able to switch on your apparatus after one or two hours. The battery will not be charged, but should be able to show it is alive.
If the battery is charging for hours and it is not able to power anything, it could be defect.
If you are charging a battery, or batteries in the camera, try to charge them outside on an external charger. When the charger has a light burning that should be a sign it works. Only if you have a multi meter and you can work with it, you can check the battery. It should give a reading if a few tenths of a volt above the value printed on the battery.
