How does the fuel line route from the gas tank to the carb..
Around the back of the engine, just below the cylinder cooling fins. The shut off should face you if standing in front of the recoil starter, for the fuel tank. The fuel line should wrap around I the side of the carb and be protected by the metal cover surrounding it.

remove the muffler and run it after seeing that it runs good open the muffler and clean the screen inside

Remove the fuel line from the carburetor to check the fuel flow from it--there should be a thin stream of fuel flowing out--if it just drips, something is plugging the line, fuel filter, or shutoff valve. If it seems ok, then the float and needle valve in the carburetor bowl may not be allowing fuel to flow into the carburetor. It is probably necessary to remove the carburetor to check these components. Make sure to have fresh fuel in the tank. Hope this helps!
