How do u know when a circuit board gets hot

Usually, it's one or two components that get hot - not the entire board. You should never touch a circuit board while powered to "feel for heat". Disconnect from power (unplug, shut off circuit, etc.) and wait a moment for capacitors to safely discharge. Check all components with a volt meter BEFORE touching them with your hands. You may also look for discoloration on the board near a component. If the component is raised off the board - it may not cause the board to discolor - as the further away from the board it is the less likely it will be to cause discoloration. High heat components have "heat sinks" that are larger pieces of heat conducting materials that are in physical contact with this components designed to wick heat and transfer it to the chassis, frame or air. These components will be warm or even hot to the touch - but it will be difficult to know if "too" hot as a result.

Short circuited component/s on the circuit board. Contact any service technician.
Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts. Do asearch by type in the brand name of your device at its search box.
It will be best to replace the power supply regulator board as card basis.

Would metal touching circuit cause radio to not work

Ssurely. If any metal contacts to the circuit board, during the set is powered, will cause a short circuit, and damage to components.

I have a Polaroid TLA-01511B LCD TV that goes blank shortly after power up. I have replaced all of the 1000uf and 470uf 25v 105 deg. caps on the power / inverter board. I still have the same problem. What...

Most of the people thinks, and trusts, that a TV is working only with capacitors. Not such. Don't you see any other components on board, other than capacitors?
With your TV, a shut-down occurs after it has switched ON; means, there is something shorted component/s on the other board, than the power board. Actually, the power board trends to start, but a short circuit to any other board prevents it to stay ON, and this is a protection. The protection circuit built in; detects this short circuit, and shuts down the power supply, and thus preventing further damages.
It will be best for you to contact any service technician in this case, because, it sounds that you're not sound in electronics. OK.

What are passive circuit components?

they are modules that don't require power to run, aside from the power source the circuit is connected to. These modules don't generate or hold power but they are able to amplify power, a transformer is an example of a passive circuit component.

Just because there is not visible damage to the components on a circuit board or the circuit board itself does not mean nothing is wrong with it. If your power supply tests ok and the rest of the ancillary components attached to the motherboard are ok, it is probably a bad component on the board. Usually it will be a bad voltage regulator or transistor that has gotten a voltage surge.
