..your keyboard input language is set wrongly. Go into CONTROL PANEL, look for REGION or LOCATION and change it to your area. (UK?)

Write using a keyboard that types the international Phonetic alphabet. I am not sure if that is available. Install two keyboards. You will still have a problem between Left and Right.

I have a Toshiba Satellite A215-S7462 and the keyboard is acting weird. when I type and press H key it automatically goes in front of the last alphabet i type and when I press down up and side arrow keys...

This is caused by a short in the keyboard. Either something was spilled into the keyboard, or it was hit by a hard object.
Search EBay! for a replacement keyboard. Most of the time you can find them for $35-$50 and have a professional install it for you.

I want to write lower case of all alphabetes but I can't what shall I do ?

If you have large bodies of text to write, you need install the NoteFolio application. It is recommended to use it in conjunction with TIKeyboard, available for sale from the.ti on-line store.
But even without the TI keyboard you will be able to use lower case letters (in NoteFolio).

The H, I, O and L keytop markings are worn away

i can give you a sensible suggestion; on a little piece of paper write out the name of the alphabet on it and stick it on the right key on your keyboard, till you finish assigning a key for the faded keys. Good luck

Keyboard mmmmmmmmmmmmmmmm

Might be a sticky key situation.  If you have patience and a steady hand, you can fix this yourself.  But, you need to figure out if the problem is with just one key, or a couple.  Sometimes, removing the one key that causes the problem and putting it back on again will fix it.  I would type in your model computer in google and look for a tutorial.  Something like http://www.fonerbooks.com/laptop15.htm will help.  If all else fails, it is not too costly to replace the keyboard itself.  (Simple installation, too)
