Most if not all treadmills have some form of safety device that checks yo make sure the tread main rollers are aligned with the motor. ussualy on the frame or little tin flange near the main drive roller, it could be a small switch or an IR sensor but WILL be very near ie: 1/8th of an inch or so. these often get there tin flange bent during moving, cleaning, lubrication etc. ( His little tin flange got bent sounds like a bad misfit toy story) If this is the case simply straighten or realign the sensor Your owners manual may even refer to this sensor.
