This is HARD and you NEED electrical knowledge and IF NOT UP TO IT YOU COULD CAUSE PROBLEMS TO YOUR SELF AND OTHERS.
You do not say what the problem is with the cord.If is it damaged then it needs to be replaced with a new one.and then above applies.
Take Care as to what you do.

I am thinking that the cord goes in on the back, just below the handle. Remove the handle, then from the front, remove the tool holder(#8), then you can get to where the cord comes in and hooks up.

Need help installing belt on Hoover self propelled upright vacuum
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. Hoover Ultra U6430-900 Wind Tunnel Bagged Upright. The best way to install the belt on a Hoover to replace one or both of the belts @ the same time for the best cleaning. The average belt change is every 4 to 6 months for best results. There is a tool that looks like a screwdriver that has a right or left angle on the end that serves as a belt puller and to hook the belt(s) onto the brushroll 1st and then take your puller and then pull or stretch the belt onto the motor pulley. You probably need the switch replaced. It's fairly simple to do youself, and it is a known problem with these vacuums.
You can order the switch from hoover for about $10
