Engine surge is usually caused by one of two things...
1) a lean condition. Not getting enough fuel.
2) throttle plate shaft in carb is worn. usually clears up when engine is put under a load. You can live with it or replace the carb

2 cycle motors don't have valves , so I guess I don't exactly know what you are asking would like to help you
