I solved this problem myself by Googling B&Q TE103 timer and downloading the B&Q instruction manual for the TE103 which I have printed and also saved to my computer so this does not happen again.

All Intermatic manuals
Intermatic does not show DT11
Intermatic shows the DT121 is no longer available
If the display shows and you can set programs, then the battery is good.
Does the manual override work? This indicates whether the timer on-off switch operates.
If manual override does not work, then I discovered that timers are no longer any good
Set present time
Then set ON time for program 1
Set OFF time for program 1
Then set ON time for program 2
Set OFF time for program 2
Most timers will not function if there is a conflict in programming > for example Program 1 says ON at 6 and OFF at 7 and Program 2 says opposite or has overlapping times
When events are set, press SET once > this will put timer in RUN mode
If manual override works, and you set programming correctly, but timer does not carry out instructions, I guess the timer is no good.
Intermatic has 24 hour timers with 2 on-off per day
Intermatic has 7-day digital timers (all digital timers today are 7 day where you select the day that each program works)

GE 15086 is a 7-day timer that lets you set 7 on-off programs on different days through the week
Suggestion that you make a chart of on-off times before programming since timer 'will not function as expected' if there is a conflict in programming

Sounds like clock motor(s) are working.
Snap mechanism out using thumb spring located inside top of box.
Look for clock motor number printed on clock, should be WG1573 for 240V timer
Google search for 'Intermatic WG1573'
For example Grainger sells that clock motor as 1PNK2
