if you are getting sound but no picture that good at least the set is not
going into protection mode. Which can make fault finding more
What you should check is that the 12 volt supply from the power supply
to the signal board is present.
other then that check that you have the high voltages present if this is not
the case then you most probably have an issue with the x control board
or scavio as its known.

The LCD Panel is defective. You will need to replace the LCD Panel. It will probably be cheaper to replace the monitor since the LCD Panel may exceed the monitor cost.
Single lines of single color (red,green, blue) are LCD panel failures.
1 or 2 lines of single color are LCD Panel failures.
Multple color lines could be anything so in this case you start by checking the power circuit.
