Question about HP Pavilion dv4000 Notebook
No picture on screen everthing powers up. three blue lights blink i tryed taking off the battery
Try to hook up to external monitor. if it works your screen is bad. If not it could be your GPU. cost of repair from us would be like 70-140 to repair including return shipping.

SOURCE: Won't recognize battery charger
The battery might need to be replaced. If it works plugged in, but is not charging....it is simply not holding the charge. I know it seems strange that when it is plugged in without the battery it will not work, but that sometimes is the case.

i would try hooking up an external monitor first.
If you get video display then this would be your CCFL backlight and or inverter and one or both would need to be replaced. if this is the problem, its best to replace them both at the same time.
If you dont get any display at all, then try unplugging the DC power plug and removing the battery. let it sit for a few minutes and then hold down the power button for 10-15 seconds.
Try plugging the DC power plug back into the computer and then try booting.
If it is still doesnt boot, then i would have to suspect motherboard issues.
hope this helps

SOURCE: my notebook will not turn
Thank you for using FixYa
Apparently the batteries are only designed for a one year life cycle unless you have the extra long life battery. Assuming you have tried to reset the computer and even tried to remove the battery and replace it again, HP has more information for you, but it sounds like it may be gone.
Here is the HP site link.
I hope this was useful and please comment if this was helpful to you.
