If you are near an Apple store, take it to them. Most of them are very generous in helping users out with their issues; many times even when out of warranty. This will likely be your most efficient method in getting things straightened out.

You haven't given nearly enough information for specific ideas on what to do first. Is the iPad working when not plugged in to the computer? If not, what happens? Can you update your iPad via WiFi or 3G? There are many helpful websites that give you multiple ways of restoring your iPad, but unless we know exactly what is happening and what your end result should be, the best I can do is point you to:

My sister forgot her Apple ID on her iPad and she's 55 and can't remember her password what to do?

Under this circumstance you may have to reset the iPad if you forget both Apple ID and its password.

To reset iPad without Apple ID, you need first put iPad into DFU mode and connect it to your iTunes. Your iTunes will help you to reset your iPad without entering Apple ID easily. Resetting your iPad with this method will result in wiping all the data in your tablet. The following steps will show you how to do that.

Step 1: Open iTunes on your computer and connect your iPad to the computer with a USB cable.
Step 2: After that, turn off you device. Press and hold the Home button for 3 seconds.
Step 3: Put your iPad into DFU mode: Press and hold the Power and Home button for 10 seconds. Then release the power button and keep holding the home button. When you see the Apple logo disappears, you have successfully put your iPad into DFU mode.
Step 4: When iTunes detects that your iPad is in recovery mode, you can restore it now.
Step 5: Click on Restore iPad. Then you will be notified after the reset and your iPad will take a restart.

After resetting your iPad with the guidance mentioned above, you'd better create a new Apple ID and password in time. After resetting iPad, you will get all the data swept from iPad, and you can restore the files from your iPad, iTunes backup or iCloud backup. However, you can't backup iPad to iTunes/iCloud without Apple ID before you reset your iPad . In this case, you need the third-party iOS data recovery software to help you recover lost data from iPad after factory reset without Apple ID.

Re set ipad mini

Generally speaking, you need the Apple ID to reset your iPad. iPad needs you to enter the Apple ID to switch off your account and the Find My iPhone service will be turn off. If you are using iTunes to reset your iPad, you need to enter the Apple ID when your iPad reboots.

But if you have no Apple ID or passcode, you will have to reset your iPad without Apple ID. To reset iPad without Apple ID, you need first put iPad into DFU mode and connect it to your iTunes. Your iTunes will help you to reset your iPad without entering Apple ID easily. Resetting your iPad with this method will result in wiping all the data in your iPad. How do you connect the iPad to iTunes when it won't turn on?

Use a USB /apple iPad cord and connect to a laptop .this will wake your iPad and download the iPad to the laptop or home system.you can follow iTunes install or prompts from there to see problems or fix them
Also,,,from apple

If you see the Connect to iTunes screen on your iPhone, iPad, or iPod touch
If you see the Connect to iTunes screen on your iPhone, iPad, or iPod touch, restart your device. If you still see the screen, you might need to reinstall iOS.

To restart your device, press and hold the Sleep/Wake and Home buttons at the same time until you see the Apple logo.
If you still see the Connect to iTunes screen after you restart, you need to reinstall iOS:
Connect your device to your computer using the cable that came with your device. You should see this message: "The software on needs to be restored to factory settings or updated."
Click Update to reinstall iOS. Your personal data is preserved.

How to get the last password for your ipad if you have forgot

Sadly you cannot, though if you have been backing up your device you can use the options attached below.
If you've never synced with iTunes or set up Find My iPhone in iCloud, you'll need to use recovery mode to restore your device. This will erase the device and its passcode.
  1. Connect your iOS device to your computer and open iTunes. If you don't have a computer, borrow one from a friend, or go to an Apple Retail Store or Apple Authorized Service Provider.
  2. While your device is connected, force restart it: Press and hold the Sleep/Wake and Home buttons at the same time. Don't let go when you see the Apple logo - keep holding until you see the recovery mode screen.

  3. When you see the option to Restore or Update, choose Restore.

iTunes will download software for your device. If it takes more than 15 minutes, your device will exit recovery mode and you'll need to repeat steps 2 and 3.
  4. Wait for the process to finish. Then you can set up and use your device.

Need to download iOS 8.0.1 on my apple ipad keeps telling me it failed because I am not o internet, but I know that I am connected to the iternet what is wrong?

if you have laptop/desktop computer you can sync the iPad with iTunes and download iOS 8.1.2 there:
Upgrading iPad to iOS 8: Through iTunes 1. Backup your iPad
Open iTunes. Select your iPad in iTunes and click Back Up Now.
2. Restart your iPad and your Computer
3. Download and Install the Update
Go to iTunes -> Select iPad -> Check for Update -> Click Download and Update
itunes-ios7b.png
Whichever method you choose, the process will take quite some time to work depending on how much free storage you have on your iPad, your internet connection, and how Apple's servers are doing with upgrades. Occasionally, Apple will either not let you download the upgrade or it will fail. For iOS 8, you must have an iPad 3 or newer. This does not work with the original iPad - if something goes wrong, restart your device, and try again.

How do I unlock a disabled ipad 2?

First try to reset the iPad, by pressing both the home button and the on / off button, till the apple logo comes on the screen. Then try again. You should have a password for you Apple account, because that will be asked. If you don't have an account name for the device not worth trying, because it will be blocked anyway.
If this does not work, why not try one in this link?

When you have an application fault like that, you need to have iTunes installed on a desktop or laptop computer. Then you connect the iPad to the computer and restore if from there using the iTunes software on the computer. It wipes it clean and reloads a brand new clean operating system. Then you set it up with your Apple ID, only after that, do you restore all your personal data, apps, music and images.

IPad shows blank black screen & won't turn off ~ how do I fix?

Try reseting the iPad by holding the home and power buttons simultaneously until the iPad completely shuts down and the Apple logo appears.

Once the Apple logo appears you can release the buttons. If this does not work, you may need to connect your iPad to your computer and do a factory restore using iTunes.
