Try charging from a wall charger versus plugged into a computer if you havent. Also try removing the battery and reseating it, lastly Hold down the power button for about 20 seconds, this should hard reset the phone/tablet.

The slider which is next to the volume button is ringing mode or ******** mode.
If the phones dead try charging it completely and try. If that doesnt work, then do a reset on the phone which will work.

I do not recommend taking the iPhone apart yourself I've personally seen where my clients have done exactly that and broken the charge port or cracked the glass or ripped one of the ribbon connectors. If the home button is not responding you should have a technician look at it.
With that said...
If you absolutely cannot hire a technician...
There are two screws on the bottom of the phone once these are removed the screen assembly can be lifted slowly up from the bottom first - Please do not use a screwdriver to pry it up a suction cup will do the trick (the kind that holds a GPS to the windshield of your car should work). Once you have lifted the screen assembly look underneath toward the top right there are 3 ribbon connectors you can use your fingernail to pry up the connectors freeing the ribbon !-be gentle as these are fragile-! Your home bottom and it connector are located at the bottom of that screen assembly. You will see 2 gold connectors extending from the bottom of the screen. Be gentle with those they break EASY check where they make contact with the board are the contacts clean?
Is the button depressing(does it feel like a click?)?
--It may be that the small round metal piece that helps the button to depress has moved out of place and the button is no longer making contact.
Beyond this you will need a new button assembly which is quite tricky to replace since it is fused inside with the glass.
???!-Maybe time for a pro!???

SOURCE: My 3GS is totally, 100% dead.
Try a different charger and to hard reset the iPhone (menu and on/off together for 5sec). If that fails too there is a hardware issue. Apple should give you a replacement. If you're out warranty, you can try to open it and replace dock connector. If that fails you need a new logic board. Sounds' like your battery is defective. Bring it to the apple store. If they want to charge you for a replacement phone, try to replace the battery yourself, part is on ebay and there is a guide that shows you how at : iPhone 3GS Repair Guide

It probably just a defective battery. Bring it to the apple store to see if you get a replacement through them. If you can't, there are third party iPhone repair services, that will fixed it for cheap. Also, I found an DYI iphone repair guide, so you can do it yourself too, not that difficult.

First download and install Pheonix from this link.
