Yes, you have to cut the wiring as the instructions stated. Not all the models have to have wiring cut, so read carefully to see if yours is one that needs to have the wiring cut. If it is not, then you have another problem, and you will have to let us know what the origional problem was before you replaced the board. If your model requires cutting, you may have damaged the main board by not doing this. Unplug the refer and follow the instructions carefully and test to see if it works. The flow meter measures the amount of water going through it to deliver the correct amount of water. The water valve opens when the ice maker or dispenser demands water and closes when the demand is removed in your case by the flow meter.
On most ice makers the flow of water to the ice maker is controlled by a timer.
