This problem can be a bad main motor. The motor has gears on it and they can bind when they are worn. The motor assembly itself electrically can be bad.
If there is something binding in the gear train assembly this can cause the motor not to turn. A bound up copy cartridge can cause the motor not to turn.
A bad board can also cause this not to start.
To replace the main motor, it is very detailed and time consuming.
Try a service call, hope it is cheap enough and the copier is in good shape besides the motor being bad.
