Other than size of the scanners there is no difference. I used to think that a home Base station scanner would work better. This is not true. Every scanner I purchase now is a portable. I use them at home and even hook them up to an antenna on the roof. They work great and you always have a choice to take them on the road with you.
Your problem specifically sounds like it is probably a programming error. Take a look at you frequencies on Radioreference.com to make sure you have the most current. then look up in you manual the programming section in your manual and plug in the frequencies and it should work fine.

Programming the 248 is fairly simple once you know the steps.
- Turn the scanner ON
- Press the MANUAL key to stop scanning
- Enter the channel number that you wish to program (01, 02, etc.)
- Press MANUAL
- Enter your frequency, including the decimal point (e.g. 156.055)
- Press E to confirm
- Press MANUAL to advance to the next channel
