Re-read your post. Does it make sense to you? "The heating wont work unless the heating is on" !! If this is about Cars & Trucks, submit a new question, proofread it, and include the year, make and model of your vehicle.
Try setting the thermostat at a normal heat setting. By raising the temperature too high the unit thinks that the heat pump won't be effective and go into strip heat mode.
Check the Circuit Breaker. It is a double Breaker Switch. one side is for the heat one for the motor. If that is good then it's possibly the Heating Element or one of the two heat sensors.
chk your coolant level. If it is low your heat wont work very well if really low it wont work at all. You could still have enough to not over heat and still be low.
Check the water level. If the water is low it will not allow water into the heater core to produce heat. If there is water keep an eye on your temperature gauge It should reach at least 140 to 170 degrees. If it is staying colder than that you have a stuck thermostat which is allowing the water to flow to much and not let the engine warm up. The only other solution is if the fan is not working properly replace the fan relay for you blower.
When you say the heat doesn't work are you meaning the fan doesn't blow out hot air or just doesn't blow out any air? if it blows cold air sometimes when you have the heat on then it could be poor circulation through your radiator or a weak water pump. make sure your radiator is clean on the inside, not too corroded or nasty inside. You can buy a radiator flush thing from wal-mart or any auto parts store. See if it helps.
