Replaced cfl bulbs, but the flicker for 15 sec before starting.

Do you have a receiver in the fan or is it direct wired? If it is direct wired and there is no dimmer on the wall it may be a light-limiter issue. Fans roughly 2006 and newer have a limiting device in the light circuit. When they start to fail they are known to flicker or go dead completely. If you find a light limiter most people remove it.

Added a ceiling fan light kit .when I turn the switch on the light blinks once the goes off

Thanks to the DOE all ceiling fan light kits include a wattage limiter to make sure you don't waste energy by using too big a light bulb(s).
This limiter may cause the lights to blink or eventually both the fan and the light stop working all together.
There is a video showing how to bypass the limiter here:

If you are unsure about how to do it find someone who is capable of making the repair to be safe.

Is it dengerous to bypass wattage limiter

What do mean "wattage limiter"? Do you mean a dimmer switch? If so, what do you mean by "bypass"? Your bulbs (if in USA) are rated for 110-120 volts, and use whatever wattage they say they are rated at. Wattage is the amount of 'power' consumed. By "bypassing the switch", I assume you mean direct wiring them. IF so, they will only use whatever they are rated at.

Lights flickering

The capacitors have nothing to do with the light kit. Are you putting in the correct wattage?

BRIVAS DUCTED HEATER FAN RUNS BUT NO HEAT

It sounds like a bad or tripped limit switch. The limit switch is a small disk about the size of a penny with 2 wires attached. There will be a small button between the two wires. Press firmly to reset it. Depending on your unit there could be 2 to 5 of them to reset. If they aren't tripped, then one by one, take a small jumper wire and jump them by bypassing them. You will eventually come across the "bad" one. If you can't reset it, then you will have to replace it. There is also a limit that can not be replaced that is located on the heat exchanger wall. Bypass it only temporarily to see if it is bad as well.
