If a power surge didn't fry the mobo or PS, this can work: Unplug the tower from the 110 outlet, wait a couple of minutes, then plug it in again. Also try that with the power strip; unplug.. press its reset button, plug it back in.

SOURCE: power outage, now pc will not power up at all

OK FIRST A POWER SURGE PROTECTOR WILL ONLY PROTECT YOU 7 % OF THE TIME, WHICH YOU JUST REALIZED. SO YOU NEED TO BUY A BATTERY BACKUP ALSO KNOWN AS A UPS.... I CANNOT STRESS THIS ENOUGH. BRING YOUR PC TO BEST BUY AND THEY WILL TEST YOUR POWER SUPPLY, IF IT TESTS OUT OK THEN YOU BLEW SOMETHING IN YOUR MOTHERBOARD. GET A BATTERY BACKUPS/UPS!!!!!!!!!!!!!!!

SOURCE: desktop with not turn on, green blinking light on back

Could have blown out your Power Supply to your PC. But I would at least try to unplug your PC and hit the power button to drain of any standing power, and then plug it back in and see if it will turn on. If not you probably at the very least blew out your power supply.

Replace cmos battery for hp pavillion ms235 all in one

Unplug power cord from back wait 10 seconds and plug back in. Attempt to turn on again.
if that does not work, it will probably be power supply or motherboard. I would check the status of your warranty with them. Go to hp.com go to support, support and troubleshooting, type in product name pavilion ms235, click on the found item. Now you should have a personalized web page. On the right hand column, click check warranty status.
