HD 2001 UCI Radio (by 2 users)

I have a 2001 HD Ultra Classic with a stock radio.
On occation and now more frequently that before, the radio will go into a Seek Mode and activation of any control button will not stop the seeking. I also loose the ability to turn the radio off.
After a period of time the radio may go back to a state of which all is operating normal.

Turning the ignition switch off and on may but does not always clear the problem and if it does the problem may return very quickly.

I am looking for advice as to what area is or could be failing. Is it likely that one of the control switches has failed or is it more likely that the malfunction is in the radio itself.
