Get the a battery charger at Walmart or auto parts store. It will have how to use it in the box. Be sure you buy one for 6v or 12v. There a switch on front panel, charge 6v or 12v.

I have a 12v cordless drill and after todays work i put battries on charge and the red light was flashing when normally the red light stays on constant has the charger developed a fault or are all three...

Let batteries cool down before charging, too much heat from the battery tricks the charger into thinking the battery is fully charged or is broken

Just purchased it used. Both battries show

If the horn won't work, the batteries are dead. If the charger is showing green lights, most likely the gel inside the batteries has gone solid from the chair being stored for a while. Replace both batteries with type U1, 24v, 33 amps and see if that will clear the problem. The fuses are regular automotive type fuses.
