You have a slip ring style electrical conection that allows your wheel to turn wyle still making the electrical contact. that needs replaced. FYI your airbag is inoperable when that light is on.
you have to pull your steering wheel. make sure you disconnect your battery before messing with any air bag.you have to pull your steering wheel. make sure you disconnect your battery before messing with any air bag.

Check your fuses first, then a vacuum leek second. To reset the air bag light unplug the battery for 30 seconds then reconnect. If the light comes back on take it to a garage as the air bag can be very dangerous.
if you unplug the clock spring on the back side and the horn will stop then remove the air bag and check the switches and wires inside the steering wheel
double check with a Ford dealership, but it really sounds like a broken CLOCKSPRING just behind the steering wheel...it controls the air bag-horn-and cruise control...i had to replace one in my 1994 Bronco 2 years ago which the part was $120.00 at Ford.
Dodge has a recall on the clock spring. The clock spring is more than likely what is causing your problem. It is located in the steering column, and allows continuity to the horn, cruise, and air bag. The contacts in these loose contact and cause this problem. It will sometimes cause the air bag light to come on also, but not all the time. If your fuses are good then it will prob be this.
it is a code, does the horn and cruise still work?chances are the clock spring wore out and broke, its behind the steering wheel and about $100.00 part at Ford
If the air bag light is blinking count the blinks for the code. Example.. If the air bag light flashes once and then a short pause and then two blinks you would have a code 12. and so on. If it just stays on you will need to take it into a repair shop and get it checked. My best guess without looking at it would be that the clockspring is not working properly. Most of the time when the clockspring goes out other things stop working like the horn or cruise control or something that is on the steering wheel. Hope this helps.
