1st: cntrl alt del is restaring short key while its staring windows. second if you don't have any data then format it........
Is the disk you have xp pro? If not, just do the xp home or whatever is on the disk. You may have to format your hard drive to clear it to accept the windows. Get plenty of advise before you do anything permanent like formating your hard drive. Get any factory disks that you can that will have your bios on them.
Give it a little more time at the second option to install xp pro. If there is a little light that shows that your hard drive is working, it may be loading the setup. Sometimes these loads take a long time, be patient, I would give it a half hour. Formatting is serious business. You may find it in bios setup, hit delete while the machine is starting, or whatever takes your computer to setup.

is it a usb keyboard or a ps2(round connector) keyboard? the problem is most likely that due to the computer not having started up properly the keyboard is not properly configured / installed by windows.
to get rid of this problem, you need the old type of keyboard, turn off the computer, and plug in a keyboard to the ps2 connector.
green one is for the mouse, the other is for the keyboard, plug in a keyboard, then turn the computer on, you should be able to press CTRL+ALT +DEL now and ones you sign in to the computer it should install the usb keyboard and it should work from now on, just make sure the keyboard is not disconnected or port changed when the power is off from the computer that cause the configuration loss.

This is a V.I.F. (Very Important File) that the PC needs to start. (among other I.F.s)
Firstly are you using a dual boot system i.e. havin 2 different OSs on the same PC like Win7on C:\ and WinXP on D:\ ?
Taking for granted you have WIN-XP only and that too on C:\ (obviously) then first check your data cables of your HDD for loose contacts on both, the motherboard terminal/port as well as the HDD terminal/port. Also check for the CMOS battery [Maxell CR2032] best is to replace it every year. It costs Rs.10 to Rs.15 maximum.
IMPORTANT: Make sure to switch off your PC's power from the AC mains outlet, before you tamper with any hardware connecting your drives to your motherboard.
Taking for granted that all is okay in there then check to see if you haven't left any CD/DVD in any of your drives accidentally. If the drives' CD trays are empty too, then I feel you need to repair your Win-XP installation. To do so, simply follow these steps... but before that you need to note...
NOTE: Best to re-install Win-XP BUT by using the Repair option. That way you
will also be able save your data because you will be NOT be
Formatting your C:\.
1. First power on your PC & go into your CMOS setup by pressing 'Del' key or F2 key (as the case may be) immediately on reboot and once inside it, make sure that your Boot Sequence Options in the CMOS setup is as follows:
(i)First boot Device CDROM [Enabled]
(ii)Second Boot Device HDD-0 [Enabled]
(iii) Boot Other Devices [Disabled]
(iv) Bootup Floppy Seek [Disabled]
NOTE: At this point make sure that your Windows Bootable OS installer CD is in your CD/DVD drive. If not then eject the tray and put it in and close tray.
2. After having done that press F10. This will Save and Exit the CMOS setup and also reboot your PC.
3. Your installation CD will NOW be detected and on being asked "Press any key to boot from CD..." just do it. Press Enter or the Spacebar or whatever you feel like.
4. This will bring you to the 1st Blue installation screen where it will prepare menu items etc. to be displayed.
5. You will now be on the screen where There will be AN option saying "To continue to installing Windows, Press ENTER" so you press enter. The next screen will be the EULA (End User License Agreement) here press F8 as in I Agree and go ahead.
6. The next screen you should find for AN option that says "To repair Windows press R" so you press R.
7. Now you will observe that the installation CD is being read and at the bottom of the Blue screen you will see the old system files are being deleted (All this will happen very fast.) and new files will begin to be copied.
The rest of the screens will be just like the one's that you will have come across during a fresh installation where you were asked your CD Key (Product's Serial Number), your User Name and Workgroup, your network settings & options, your Regional Language & Settings, etc.
VERY IMPORTANT: Make sure you don't type an new user name. It MUST be the same as per your current installation. For example if you were logging in as Sandeep then the User Name must be Sandeep. Don't change this or else it will be difficult to access your My Documents etc.
NOTE: There will be a total number of 3 reboots but when it Reboots for the first time after completing Copying of Files, PLEASE DON'T touch the keyboard when asked "Press any key to bot from CD..." or else you will have to start all over again.
Once all the reboots are done, I don't see anything stopping you from accessing your data.
TIP: Make sure you remove your Win-XP installation CD from the drive after you're done with the OS repairs.
