First question is do you have a second HDD or second partition on your primary drive? You could look in the windows explorer or go to the start menu and right click on computer and select manage. Once the MMC opens look on the left side and give a single click on storage. Wait for it to load and you will see all the drives currently attached to your system whether physical or logical.
For an Android: I assume you mean when you have the phone connected as an extra drive. I have had that problem and solved it by going to the phone settings and finding the Connect to PC line. Click on it and make sure you have "default connection type: Disk drive" open. I also unchecked the box that says "Ask me" (about USB connection type whenever I connect my phone to a PC).
IF YOU ARE RUNNING 7, go to the control panel then to admin tools and then to the icon that says computer management. When it is open you should see a three column window with three options in the center Colum. Click on the storage icon then click on disk management icon. Now you should see a list of your drives; sometimes a drive may need to be set to active partition. Right click on the drive and choose make partition active. if your drive D: is not showing it is because bad cable or bad drive. If your drive makes any kind of clicking sound, this could mean your drive is nonfunctional.
