Tough one, might be the pump, the relief valve or worn bearings. I'm thinking worn bearings after it ran out of oil but I've been wrong before. I found pumps on Ebay for about $60. I posted a picture and pointed out the relief valve location. You may want to take out the relief valve on yours before taking it all apart just to check/clean it. To change the pump you will have to remove the timing belt, then unbolt it from the front of the engine and front of the oil pan
The 98 and 99 neons don't have a fuel filter, they have a fuel screen that is right in line with the fuel pump. If your car is not starting and blowing fuses for the fuel pump, you will need a new fuel pump.

Because I believe the oil pump is bad. I had driven my car one night to a friends house and brought the car back home. And parked it over night, got up the next morning and started the car and the Rods were knocking badly, so I shut the car off and checked the oil level and there was no oil on the dipstick. And then I noticed on the ground all of the oil had drained out of the oil pan. So I took the old oil pan off and looked at it and it had a crack in the pan that had been there for some time, but the car had never leaked not even a drop of oil. But replaced the oil pan and put new oil in the car. And started the car up and everything was cool, and quiet. And I drove the car, brought it back home parked it and went to go to Lowes later, and started the car up again and the valves were rattling again, so I checked the oil and it was fine on max. And I went ahead and drove the car to Lowes and back and had my Dad listen to it and he said your car is screwed and I said yes I know. But later that night I wanted to test drive the car again, because for one I was bewildered that the car was quiet when I first started it and was making so much noise now. So I drove the car around the block again, and I noticed as long as I was keeping speed up my oil light stayed off, but when I came to a stop sign or stop light, my oil light wanted to come on. Which tells me that the oil pump is probably bad. Thanks for your help. Vince Farmer
