Without doing more troubleshooting i would have to say that it is the main board (the board with the knobs on it) Take it out and see if there is any corrosion on it.
SOURCE: Spa will not heat more than 85 degrees or so
on the back of the board is the bottom for seting the max temp follow the intruction from the manual or get one at jandy.com
SOURCE: my spa heater is saying the spa is 126 degrees so
Use a thermometer to check the actual temp of the water to see if the units temp probe is accurate. Also what is the max temp allowed by the spas safety program...owners manual.

This is probally your temp sensor. It will be mounted in one of your pipes and held in place with a stanless steel clamp.and have a wire running back to your control box and plugs in on the low voltage side of the control. good luck.

You need to check your temp sensor and your high limit. Both are tubes that slide into the plumbing on or near your heater. If this is a tube heater then they are probally at on each end of the heater and will have small wires coming from them that go back to the control board. Farely common problem and easy enough to fix with replaceing them both. A number of models wire them together so they come as one part. Good luck.
