One hopes, like most computers, that when it starts to boot, press F1 and keep pressing it. Usually the way to get ot it is either F8 or F10, but you won't know until you get further in the boot up & it flashes onscreen, if it does.

Try pressing F2 on start up or check the splash screen with the Vizio logo for a hint on the BIOS access key. If you have Windows 10 and fast boot, you might need to use the restart options menu. (Fast boot often keeps the computer from registering the key press before Windows starts to load.) From inside Windows, press the Start button. Select the Power icon and then hold the Shift key while you left-click on Restart. You should get to a screen that includes choices for Refresh, Reset, or Advanced Options. Choose the Advanced Options and look for an option for UEFI Firmware in the menu. This menu can also be reached from Windows by the Start Menu by selecting Settings > Update & Security > Recovery. Scroll down to the Restart button. After the restart, choose the Troubleshoot option and then Advanced Options.

I've often found that even with Fast Boot off, I will miss the timing for the BIOS access key press. Thus I will repeatedly press the F2 key during POST and hope to get lucky.

That could be just a Boot Bios settings. Check that you are starting from the HDD, untick any boot option you do not need like showing the logo or the boot menu for x seconds.

Need to reboot

if it has a recovery partition ..just press f11 on start and start to reinstall from it (completely ) ..if it is not working try from boot menu ..(press f12 on start 0 ..and in the menu choose recovery partition .
In case you do not have such partition .try from a recovery disk if you have ..or if this is not available too ..try to use a boot-able disk with a operation system image on it ..and reinstall it ..
To do so ..you need to download an image of the OS , after that burn it on the disk using a image burner ..and end up with a boot-able disk ..
Insert the disk and restart ...press f12 to bring up the boot menu ..select CD /DVD drive and enter ..it will boot from the disk and ask you to press any key to confirm ..After that will start loading files and go on with the process of installing windows.

Can you select "safe mode" from the boot menu? As much as I hate to recommend it, I think you should wipe the hard drive and reinstall Windows (I hope you backed up everything of value on your computer). If you can't successfully reinstall the operating system, then I'd say, in all likelihood, you have a defective hard drive which would need to be replaced.

How to install windows

You need the windows CD to install windows, insert the cd in drive and press enter when asked to press anykey to start from cd.
if you don't get the start from cd and the windows setup doesn't start then most likely your computer is not set to startup from a cd drive, look in the cornerts of your computer screen look for boot menu or press this to enter setup / bios

you can either use the setup / bios or the boot menu and boot from the cd.

if you use the boot menu, make sure the cd is in the drive and select the drive from the list

if you don't find boot menu or it doens't work go into the bios / setup and you will need to change the boot order to include the CD drive FIRST before hdd or floppy. consult your motherboard manual or ask me if you need help in the bios.

You need to go into the bios or utility set up. At start up there will be a Toshiba screen, on this screen at the bottom, it will read something like, esc to enter bios, or F1 to enter bios, F10 to enter boot menu, at this point you will need to press which ever it says to go into bios. Bios can also be refereed to as utilities or utility set up. Now, if you change the boot order in the bios, it will always check the CD drive before the hard drive. If you only want or need to boot from the CD drive this one time, then you will need to go into the boot menu at start up. When you get to the boot menu, it will give you a list, then you choose CD drive. If you go the boot menu route, be sure the CD is in the drive when you select CD drive, otherwise it will see there is no CD and skip straight to the hard drive. Keep in mind that on some machines it blows right past the Toshiba screen, so you may have to try a couple of times or just be quick to make your selection as to bios or boot menu.
