The CDRW/DVDRW has reached it's end of life or it's defective. You'll have to replace it.

I learned this from a HP tech. Go to the device manager .
Control Panel,System,Hardware Tab, Device Manager.
Uninstall the IDE ATA/ATAPI Controlers.
Reboot twice , one to uninstall , one to install.
It worked for me and for other issues as well.
