Stuck or bent governor, governor linkage or throttle. Try moving the throttle and see if all the linkages move with it.

have you left the choke open ? this mixes more fuel to the engine upon starting but will stall it if left open too long . check your fuel filter too it may be full of debris.

"Most likely you'll have to remove the bowl nut, under the carb's bowl. You'll most likely find varnish in the jet, or maybe water. These are some typical jets, Tecumseh. Briggs, similar" (baymee LehighValleyPA, 2009).

Running wide open causes:
1. Broken throttle control plate spring
2. Governor spring problem
3. Internal Governor flyweight has departed the governor gear.
4. Throttle plate (butterfly) attached to the throttle shaft in the carb throat has come off the throttle shaft.
5. Broken / missing linkage
6. Someone loosened the governor shaft bolt at the base of the governor arm and allowed the governor to get out of adjstment.

the lawnmower is not designed to idle with a load on the engine, it needs to be operated at full throttle

did you clean the carb yet?

When you get it started, move the choke to the middle, then let it warm up. you might have to move the choke back and forth until it warms up, keep the throttle wide open.
