On Acer machines it is quite possible that it will need a new cmos battery. This is a small battery that keeps the date and time settings and also various settings. This doesn't normally stop a computer from booting but acres it does. It is fairly easy to swap a battery just take the top of the computer and you should see the battery on the main board level. You will need to replace the battery with a 2032 cell battery. You can get these at most shops they are the same as car alarm batteries and some camera batteries. Unplug the power first before you take the top off. They aren't expensive so worth a go . It could be something else such as the power or the motherboard or even a usb device also stopping it but because it's windows xphone it will be due for a bartery anyway.

remove the side cover and remove cmos battery and check if it is working, replace the battery
if that doesnt work remove the ram and check if it beeps
if it beeps replace the ram
Undo the screws at the back of the case then slide the side off front to back direction. Then once inside locate the hard drive and unplug the power cable then the sata cable. Their may be screws holding the hard drive in place also so undo them and slide the drive out. Then slide the new drive in and screw and attach cables. Remember where they go by looking at the old one if your not familier with computer hardware. Hope this helps.
I ran in to the same problem. I dont know if this will help you but this is what I did. The battery (CR2032CL-3) is just a normal 2032 battery with 2 tabs welded on it for the wire attachment. I just called Batteries Plus and they sent me out a battery that they welded on the 2 tabs. I then cut the plug from the old battery and soldered to the new battery.
I'm surprised the CMOS reset didn't work. Try plugging the chassis intrusion trigger back in and then clearing CMOS and restarting, it may be looking for it there and refusing to start when it doesn't see it. Once you get it back up and running, contact Acer and demand a fix for that terrible chassis intrustion crud.
ok go to control panel, then power options and check that the option states that when you press the shutdown button, it powers down.
You also may need to check inthe bios (F2 or Del on boot up) and go to standard cmos settings or the advanced cmos settings and see if ACPI is enabled, if not enable, then save settings and exit and a reboot will follow.
