While vacuming loses suction, sand filter pressure goes high

That increase is due to the filter loading up with debris. Is the pool unusually dirty? If there is a lot of dirt and silt in the pool use the "waste" setting on your backwash valve while vacuuming.
This allows the water to bypass the filter and go directly out the waste line. Keep an eye on your water level because you will be removing water from the pool and may have to add more.

Trying to open pool for my first time....not sure what to turn valves to so water will run into the filter from pool

red valve handles align with flow of water long ways the tail in direction of pipe valves open to open pool generally all Valves open Main drain (floor of pool). Skimmer square hole somewhere on side edge of pool... There could be a third Valve for a seperate Vacuming port (like mine) it can be either its below water line .. On the Round Sand filter theres a Multi port Valve I usually start the Filter in RECIRC mode .. While I net and gather debris then I add floculant leave on recirc two hours . Then Shut ALL down for 12 Hrs while all the algae and debris sinks to bottom . Water will be reasonably clear.. Make sure pools Extra full , And Vacum all on bottom on waste setting

I have the intex saltwater system and green water. can i shock the water?

you will need to do a few things.
Start by shocking the pool and then in 12 hours or so you will need to brush the sides and bottom
Now wait a few hours for the pool to settle and vacum
now clean out your cartridge and start filtering without the generator.
Now add in some liquid non foaming algecide
Now a day later repeat the brushing then vacum again clean filter and reapeat till your pool clears
Remeber to add a good stabilizer so that the chlorine that is generated holds longer and get test strips that read #'s to test salt you want to have the salt as close to 3000ppm as possible
Once pool is clear continue to use the non foaming algecide every week

Vacum

First, make sure that you are on the "filter" setting. If you have large debris or an extremely dirty pool, you might want to try the "waste" setting. Also, make sure that your pool filter has been backwashed. You might also want to consider changing your sand if it is only. It could have lost some of its effectiveness. Let me know if you try this and are still having problems.
