When switched on, the monitor screen doesn't come on and is black but the front green indicator light toggles continuously between on and off (at may be 0.5s intervals) with a clicking noise as if coming from an internal relay

Check the horizondal out put transistor if it is short replace the transistoror or replace the flyback transformer.
