It´s normaly SW, if it supports flash apllications, intall newest SW. worked for me in 2 i had. i have one ti-83 with the same problem, but once it doesn't suport flash i used it's lcd to instal on another that had a broken one. the lcd its usualy good. unless its broken. hope it helps

Maybe it's the brightness setting. I just had that problem and i solved it by first pressing the 2nd button and then holding down the 'down' button for a while.
