reinstall the chipset and ricoh drivers from support.dell.com. also reinstall the notebook system software under utilities.

This seems to be a shot in the charging circuit of the motherboard. If in warranty call Dell hardware supoprt and they will do the needful in warranty. If the warranty is out try a local technician and maybe they can repair the board.

Will your laptop start if the battery is removed and the power supply is plugged into the laptop? This would indicate a battery problem.
Make sure you are using the correct power supply for the DELL D610.
It should be PA-12 family. Model AA22850.Output 19.5V.

Please follow these steps,there are different way on going to BIOS depending on the brand of the laptop.

Turn on your computer
