Problem for Vulcan Heaters

Vulcan Gas Powerhouse 120 Furnace Model 9041 Serial Number 01008035 underfloor model for ducted system with Honeywell thermostat and controller will not start up. Honeywell unit appears to be Ok and batteries are OK.
Unit appears to go through the start up routine with flame icon appearing on the LED but furnace does not ignite.
Have tried on numerous occasions to toggle the reset toggle in the outer casing of the Furnace without success.
How is this problem rectified?

Can you observe the hot surface ignitor glow or maybe you have spark ignitor but does it get that far in the sequence?
