These sets need to have all three colors - RED - BLUE - GREEN - lined up correctly on the screen in order for the picture to look normal. When its out of alignment the video will look 3-D, wavy, distorted, etc. Most of the time you just need to adjust your convergence in the menu. Sounds like your red is out of convergence. You may be able to adjust the convergence in the TVs menus. It may also be possible that the TVs convergence circuitry has gone bad. In that case it would be worth to have the TV repaired, convergence board are usually fairly inexpensive.

you have to lift one side of the resistor from circuit in order to measure resistance otherwise a open resistor will not read open as you will be reading the resistance from the surrounding circuit. Always lift one side of a resistor out of circuit when testing with a ohms meter.
